ancsemi 3585bc3f27 3.13.0: webhook integration expansion ...

Adds per-event subscriptions (subscribed_events column, defaults to *), HMAC sha256= signature header upgrade, X-Haven-Event header, single delayed retry on 5xx/network errors, per-webhook delivery health columns (last_delivery_status/at/error, failure_count) surfaced in webhooks-list, reaction-added & member-joined event types, test-webhook admin socket event, inbound reply_to support and per-message avatar_url override at POST /api/webhooks/:token. Bumps to 3.13.0; CHANGELOG, docs/index.html, website/index.html updated.

Drops the obsolete docs/THREAD-REMOVAL-PLAN.md (the plan was rejected by the issue author).
