xeijin 0d4312370b Reset $errorActionPreference to original value (#2489) 
For AppVeyor CI the `$errorActionPreference` setting is persisting after I install scoop, subsequently causing issues with installing scoop apps (e.g. failing the whole build because an installer executable outputs what looks like an error).

Richard Kuhnt 806785c636 Remove the .NET 4.7 only Group.Name property from checkver.ps1 
The Name property was first added to System.Text.RegularExpressions.Group with .NET 4.7 (See: https://msdn.microsoft.com/en-us/library/system.text.regularexpressions.group.name)
This change makes checkver.ps1 backward compatible with older .NET versions. (thanks @nightroman)

Rémy df74d2bc0e autoupdate: do not autodowngrade 
The autoupdate function did not check if the found version is newer
(just !=) so it was happy to downgrade everything automatically.

Downgrades can still be forced with the -force param

do_dl() now rethrows an exception instead of aborting. this prevents killing the autoupdate process prematurely and thus skipping queued updates.
