* Use Get-FileHash instead of System.Security.Cryptography.HashAlgorithm if available

This satisfies these two cases:
* PowerShell 3 doesn't support Get-FileHash
* PowerShell 6 doesn't support HashAlgorithm yet

* Add tests for compute_hash() function
