Fixes #2740.
Adding .exe suffix to cmd is needed in WSL.
Removing MSYS' slash-escaping from //C is needed in WSL, Cygwin, or anywhere outside MSYS (or Git Bash). Doesn't break MSYS after .exe suffix is added.
