SubereandSubere f218d5b6aa feat(api): expand SystemInfo endpoint with queue metrics, config flags, and tag_count (#4574) 
- Expose missing tag_count in the SystemInfo response
- Add queue health properties: queue_size, overdue_watches
- Add config and operational flags: all_paused, all_muted, base_url, new_version_available
- Update OpenAPI schema definitions and tag descriptions for external monitoring
