- The protobuf makefile relies on being able to find
the built protoc dependencies under the build
directory. Since we were not passing the build
configuration to the swift command to build those
dependencies, the built binaries were going into
the debug build folder. If make protos was run
when `BUILD_CONFIGURATION=release`, then
we'd fail to find the dependencies since the build
folder should now be the release build folder.
This PR fixes that.

This reverts commit 50900938c4, restoring
the grpc-swift-1 based builder API while preserving build secrets and
hidden docker dir support added in a00ec5c.

This PR updates the protos to match the recent changes in
https://github.com/apple/container-builder-shim/pull/15.
This PR additionally adds the builder shim version as a variable in
Package.swift. This allows us to be consistent with the builder tag used
for the builder shim image and when building protobuf files.
