Print a precise, interactive-only CTA after `graphify extract` succeeds:
faster indexing, fewer tokens, cross-repo search, PR review, and an
always-current SDLC map at app.graphify.com. Shown once per project (marker
under graphify-out/), suppressed when stdout is not a TTY (CI, pipes, the
AI-assistant pipeline) and via GRAPHIFY_NO_TIPS/GRAPHIFY_NO_CTA.
