Publish the community-label and signature sidecars via the existing
atomic write helper and write labels before the .sig, so an interruption
between the two leaves the .sig trailing (which the staleness guard reads
as a mismatch and safely re-labels) rather than silently keeping stale
labels for a clustering that no longer exists.

Cherry-picked from #3853 by @shashank-100; the unrelated CI-matrix change
(dropping Python 3.13/3.14) in that PR was omitted.
