Fold the type-parameter arity into the C# type node id (Effect`1), so Effect
and Effect<T> no longer collapse to one node and Effect<T> : Effect stops
producing an inherits self-loop. Arity 0 keeps the current id (back-compat);
backtick is collision-free and deterministic.
