John MacFarlane f7035d080c LaTeX writer link/target improvements. 
+ Use `\phantomsection` and `\label` instead of `\hypertarget`.
+ Use `\hyperref` for LaTeX internal links, `\hyperlink` for
  beamer (since `\hyperref` doesn't seem to work).

Closes #9022.

John MacFarlane 76a4e7127b Beamer writer: support exampleblock and alertblock. 
A block will be rendered as an exampleblock if the heading
has class `example` and alertblock if it has class `alert`.

Closes #7278.
