John MacFarlane 3162f111ef CI: remove macos tests. 
These take much longer than the others and slow down CI,
but there are almost never issues on macos that wouldn't show on linux.

John MacFarlane e6db278061 Split benchmarks out of CI into separate action. 
The benchmark action is only run on manual dispatch.

Rationale: this action dramatically slows down CI.
It is nice to run benchmarks, but we don't need them all the time.

We add (non-optimized) testing of benchmark compilation to one of
the CI builds.

John MacFarlane d0c6b3110f CI: use secrets.CACHE_VERSION as cache key. 
This allows us to invalidate the cache by incrementing
secrets.CACHE_VERSION in the UI.

The key component deriving from cabal.project has been removed.

Local caching has been re-added for Windows/stack.

John MacFarlane dc03399cc3 Add 'nightly' flag. 
This causes a `-nightly-COMPILEDATE` suffix to be added the
the output of `--version`.

This is used in the nightly CI builds.

Closes #8016.

It seems that stack is replacing ALL flag settings rather
than overriding just one with `--flag`?

This should address #8016 but we await testing after
tonight's nightly is built.

This flag causes a suffix '-nightly-YYYY-MM-DD' to be added
to the version for nightlies.

John MacFarlane 8d04565394 Replace haskell/actions/setup with ghcup. 
ghcup is installed by default on the GitHub runners.

This allows us to avoid relying on a third-party action
and may render #7984 irrelevant.

* Drop old windows 32-bit constraints

- basement >= 0.0.10 was 0.0.12 on stackage-18.10
- foundation >= 0.0.23 was 0.0.26.1 on stackage-18.10

* Update cabal `tested-with` field to correspond to `ci.yml` matrix

* ghc: 8.10.{2,4} → 8.10.7

John MacFarlane 03f9a0c61e Require ghc >= 8.6, base >= 4.12. 
This allows us to get rid of the old custom prelude and
some crufty cpp.  But the primary reason for this is that
conduit has bumped its base lower bound to 4.12, making it
impossible for us to support lower base versions.
