Subject: [PATCH] perf(dashboard): sort the Shared view by sharer with one
 collator

Each sharer comparison called localeCompare with options, which builds
a collator per call: sorting 2,000 rows took about 25ms in Chrome. One
shared Intl.Collator orders them the same in under 1ms.
