Nariman Jelveh 3038ee0b84 fix(dashboard): keep collapsed-sidebar labels above the dashboard ...

The hover label is attached to body at z-index 1000, while the dashboard
window's z-index climbs with every click (focusWindow raises it). Over a
long session the window passed 1000 and the labels rendered behind it,
so hovering the collapsed sidebar showed nothing.
