App messages carry the sending app's uid and name (and its icon when it is an https URL), set by the server; the desktop toast and the dashboard panel show the name above the title. Title and text drop invisible formatting marks and control characters, with newlines kept in text and whitespace-only text left out. The icon is stored as its normalized URL, and a target may not hold dot segments or non-ASCII characters. Both rate-limit windows are read before either is spent, so a refused call counts against neither. The docs say what ttl means for push delivery.
