startBatchWrite and startWrite created directory items and missing parents before (or alongside) the storage reservation, so an over-quota start paid for every directory write, left the directories behind, and waited on them before returning 413. File targets are now resolved and storage reserved first; directories are created only after, and the reservation is released if that fails.
