Give the header its own 1320px container while preserving body/article widths, move the complete navigation below the controls on smaller screens, and refresh the dated public contributor snapshot from 214 to 216 accounts. Validated shared HTML/translations/links/assets and 16 maintenance tests; local Chromium acceptance covered 20 languages, 15 viewport widths and both root/project paths. CI and Greptile review passed.
