fix(ci): keep Windows ACL observation in SID form ( #5941 ) ...
Observe private-runtime ACL ownership, trustees and rule count from one SID
rule collection. Guard the account-name presentation member through the owning
PowerShell type and verify that guard is installed. Keep the original15s probe
deadline and every ACL/readonly assertion.
Record bounded phase diagnostics and document the observed failure boundary.
The repeated historical timeout cause is unconfirmed; no retry or deadline
increase is presented as a fix.
Validation: complete current-head CI passed40 jobs with one source-only skip;
real Windows typecheck, curated/native controls, package and Node24/22 checks
passed. PowerShell7.5.2 API/parser experiment and278 routing regressions passed.
