morluto 5295d56b10 refactor(contracts): split tool contracts by family (#634) ...

Move official, enhanced, and session contract arrays with their
builders into officialToolContracts, enhancedToolContracts, and
sessionToolContracts. toolContracts keeps the ordered assembly and
resolver. Migrate all importers including catalog scripts. No
re-export shims; generated catalog output is unchanged.
