morluto fe0325c6d1 fix(environment): scope fidelity ID normalization ...

Reserve equal global ID pairs and stop normalizing contested pairings. Keep numeric measurements literal, scope keyed collection identities through learning and comparison, and normalize string references only where learning established the same field as an ID.
