gensokyo-dev 818a9c6dfe chore: integrate I/O priority coverage and selector controls ...

Preserve the shared syscall catalog and the explicit unverified coverage for
other PID-directed interfaces. Consolidate I/O priority cases while retaining
UID, self, distinct-PID, cross-selector and unresolved-target controls.
