morlutoandCursor Agent 0ad42752d3 perf(test): reuse one compiled CLI for the remaining hot command files (#5784) ...

Go, IL2CPP, dylib resolution, and application-workflow tests were still
starting a compiled CLI for every command. They now reuse one process
per file. Warm focused runs dropped from 40s, 46s, 35s, and 21s to
14s, 21s, 20s, and 2s.
