baldurk 1ae2afc05a Apply shader prefix even if encoding is directly accepted. Closes #2561

* The prefix, if available, must always be applied for custom shaders to compile
  correctly.

Windows build

To build with PySide2 support or SSL support in Qt download this zip and unzip to this folder (the 3rdparty/ in the zip should go into the 3rdparty/ folder here) before building.
