baldurk a33eb5fcb1 Allow reinterpreting formats of constant blocks that have bytes backing

* Even without a true buffer, as long as we have access to the bag of bytes and
  a non-opaque layout we can allow reinterpreting.

Windows build

To build with PySide2 support or SSL support in Qt download this zip and unzip to this folder (the 3rdparty/ in the zip should go into the 3rdparty/ folder here) before building.
