f9cb440c31 Keep existing Windows Update policies in update profiles (#5157)
New-Item -Force on an existing registry key deletes the key and its
subkeys first, so the Recommended and Disable profiles wiped every
other policy under the keys they write, such as WSUS settings or a
target version pin. Restore the Test-Path guards these calls used
before #3833, so only missing keys are created.

The wipe also happened to clear a Win11 Creator update block left
behind when its first-logon cleanup did not run, so Recommended now
removes that block explicitly: DisableWindowsUpdateAccess, and the
WSUS values only when they point at Creator's localhost:8080 marker.
