Moved the pre-install in r.json to the architecture specific part ( #795 )

* Apache httpd version upgrade to 2.4.20
* Update pre-install in r.json
The pre-install in the r bucket is now architecture specific and
depends on the architecture the user requested, no longer on the
architecture of the user's machine.
