With the release of Gunicorn 25.1.0, Supervisor had a tendency to lose control over the Gunicorn process, which lead to Gunicorn not being shut down properly and not being able to be restarted.

## The Problem
Currently, when `collectstatic --clear` is eexcuted, our custom CSS file will be removed and is gone. It will not be automatically re-created.
This MR solves this issue by simply not writing a CSS file at all, but using the custom CSS as inline CSS.
