Note that you can install Captain on your laptop which is behind NAT (your router) for testing purposes, but it requires some special setup, like port forwarding.
Note that the build process sometimes consumes too much RAM, and 512MB RAM that come with $5 instances on DigitalOcean might not be enough (see https://github.com/githubsaturn/captainduckduck/issues/28). To be safe, $10/month instances with 1GB RAM is recommended. Also, it's worth mentioning that if you are interested in a $5 instance, you can try www.vultr.com as they offer 1GB servers for $5.
