Use SystemPath for DirectoryWatcher. (#1522)

- Closes #1520.
- Using URL for filesystem paths is bad practice. FilePath is safer and
more ergonomic.
- Same pattern as #1480 (HostDNSResolver) and #1518 (PacketFilter).
