Ported all filesystem code to C++17 std::filesystem.

Removed hz/fs_*.
Added new hz/fs.h and hz/fs_ns.h files with some filesystem utility functions.
Removed hz/string_wcmatch.h, it's no longer needed.
Removed hz/i18n.h, it never worked.

Removed some autoconf checks, they're detected using macros now.

Use config.h only for CONFIG_* macros; for everything else - define them on
the command-line, or detect using feature checks.
Removed hz_config.h - moved all of its checks to respective files.
More C++17 modernization.

Increased iconview icon widths to correspond to 2 icons per row for default window size; the text
will less likely get wrapped in this case.
Changed bundled icons to size 64.
Fixed iconview icon blurriness with GDK_SCALE=2.
Use XDG-style icon names, as per GTK >= 3.10; fallback to old names and bundled icons if needed.
Removed all mention of .glade files from comments; don't use non-standard gnome names anymore.
Don't show empty "()" for drive letters in Linux.
Show "not mounted" for drive letters when no drive letters are present.
Added new "--gdk-scale" and "--gdk-dpi-scale" parameters, since pkexec discards user environment;
pass $GDK_SCALE and $GDK_DPI_SCALE to these from gsmartcontrol-root.
