Mocks the OpenAI SDK at the module boundary, boots a real PuterServer for the wired MeteringService/stores/FSService, and exercises construction, the responses_api_only-filtered model catalog (with no_restrictions toggle), argument validation (messages-array gate), request shape (input messages, max_output_tokens rename, function-tool unraveling, Responses-only knobs, gpt-5 vs non-gpt-5 reasoning controls), model resolution, non-stream output (output_text → message.content, function_call items → tool_calls, empty-response 400 gate), streaming (response.output_text.delta text events, response.completed usage, response.output_item.done function_call → tool_use), moderation, and error mapping. closes #2960
