Deepjyoti-Sarmah 0a2732122e test(skill): no command runs from backticks in -c "..." blocks ...

Checks every generated skill file statically, and runs the Part C and
update merge statements under bash with a stub interpreter. This commit
alone fails 58 cases (29 per check); the next commit fixes them.
